shpcentrd — computes XY centroid for polygon shapefiles
##SYNOPSIS shpcentrd shp_file new_shp_file
##OPTIONS
- shp_file
the name of an existing polygon shapefile.
- new_shp_file
the name of the point shapefile that will be created
